Dacio is a colony of TransStellar Dynamics, a Gariat research and development mega-corporation. Other than enforced corporate bylaws on the research settlements, there is no coordinated system authority. Wildcat settlements have sprung up near several thermal vents to process and re-sell mineral deposits to the TSD station.
