Scenario 3: initiaitive ties

 A part of adventurers enter an abandoned ruin. 


The party consists of: 
- Ambrose, a fighter with a longsword (WSF 5, length 3.5') and chainmail armor+shield (AC4)
- Alice, a fighter with a spear (WSF 6, length 6') and leather armor (AC 8)
- Alex, a cleric with a mace (WSF 7, length 2.5') and ring armor + shield (AC6)
- Amber, a thief with a short sword (WSF 3) padded armor (AC8)

The party is spread out in a rough line in a large room, face to face with 4 gnolls at 10'.

 The gnolls all have AC 5 and movement of 9"/round.

The gnolls carry the following weapons:
  • a polearm (WSF 9, length 6')
  • a battleaxe (WSF 7, length 4')
  • a long bow (ROF 2)
  • a dagger (WSF 2, length 1.5')

Declarations for the impending round are completed before any initiative dice are rolled.
 
The gnolls will choose to Strike Blows, except for the gnoll with the bow who will fire into melee. Ambrose, Alice, and Amber choose to Strike Blows, Alex will cast Protection from Evil (a 4 segment casting time).
 
We have almost everyone engaged in untimed activity (Strike Blows/melee), and actor casting a spell (a timed activity). We roll initiative.
 

Scenario 3a. 

Both dice are tied at 4.
 
Order of resolution:
 
gnoll with bow (ROF 2)
gnoll with dagger (WSF 2) (segment 2)
Amber with short sword (WSF 3) (segment 4)
Alex's spell completes (segment 4)
Ambrose with a long sword (WSF 5) (segment 5)
Alice with a spear (WSF 6)  (segment 6)
gnoll with battleaxe (WSF 7) (segment 7)
gnoll with a polearm (WSF 9) (segment 9)

The general rule is that weapon attacks occur on the segment indicated by the WSF, and as usual timed activity completes per casting time, etc.
 
Now, the spicy bits:
 
 If WSF is the deciding factor in order of attacks (and that applies here, in a tied initiative), then there is an opportunity for multiple attacks.

For example, if the gnoll with the dagger (WSF 2) is randomly determined to attack Alice, with a spear (WSF 6) (remember, in melee attacks are randomly distributed among opponents!).

That matchup is a x3 difference (technically the rule says "...at least twice the factor of the lower or 5 or more in any case...", so the dagger wielding gnoll would attack Alice 2 times before Alice can strike back.
